Can an affiliated individual with a 0% appointment serve as a principal investigator?

Question

Can an affiliated individual with a 0% appointment serve as a principal investigator?

Answer

For the purpose of determining eligibility to serve as a principal investigator (PI), an individual must have completed a University Form I-9 and fall within one of the appointment categories in the CAM RP-06 Eligibility to Serve as Principal Investigator.   Examples of affiliated individuals that are not employees and therefore may not serve as a PI include some postdoctoral fellows, adjunct faculty, 0% FTE appointments, retirees (unless emeritus status as outlined in CAM RP-06), Carle or USDA ARS employees.
